Add Run 3 overlay CI tests

Tadej Novak requested to merge tadej/athena:overlay-CI-22 into 22.0

Add Run 3 overlay CI tests:

  • standalone overlay with fixed inputs (including CA config) and fixed reference
  • q446 which is the production workflow (running also trigger)

Note that I plan to enable q446 digest/references in a separate MR.
