[ATR-25825] Trigger navigation slimming scheduling improvement

Tim Martin requested to merge tamartin/athena:doNotRunNavSlimmingMoreThanOnce into 22.0

Improves the scheduling of these slimming algorithms during the production workflow.

This does not change the content of the output file in any way.

The algs will now only be scheduled if their output collection doesn't already exist in the input file

(The trigger EDM handles the propagation down to output files).

Fixes issue with AOD->AOD merge-jobs.
