PPMSimBSMonitoring run 3 style using L1CaloConAlg (ATR-24777)

Hi, This MR is meant to add in L1Calo Monitoring package PPMSimBSMonitoring algorithm. This algorithm compares PPM simulation with the data taken. This tool was used before with the name PPMSimBSMon during run 2. A new name was added following what people from monitoring was doing.
