Use EventInfoUpdateFromContextAlg in ReSimulation jobs (ATLASSIM-5491)

This functionality was missing from the initial merge request to handle input files containing xAOD::EventInfo rather than legacy EventInfo (MC21a onwards) in all simulation workflows. Should fix ATLASSIM-5491.

Also noticed as part of this MR, that in the old-style config there doesn't seem to be any protection against CondInputLoader not being the first algorithm in the CondSeq.
