TrigValTools: update minbias RDO for low-mu trigger ART tests

Hello,

This MR is updating old min-bias RDOs used by low-mu trigger ART tests. The initial motivation was to cure the error reported in ATR-25394, but anyway we'll have to phase out all outdated inputs once we have a final MC21a setup. The new RDOs are taken from the 21st round of sampleA validation (ATR-25472).
