Force CondInputLoader to be the first Algorithm in the Cond Sequence

John Derek Chapman requested to merge jchapman/athena:CondInputLoader_Serial_22.0 into 22.0

In !54827 (merged) I encountered the issue that if a ConditionsAlg was added to the CondSequence ahead of CondInputLoader then it would fail in serial Athena jobs. This merge request is an attempt to prevent this situation.
