Electron ID for early run-3 data taking

Philip Sommer requested to merge ATLAS-EGamma/athena:philip_revertingBackElectronID into master

An update of the electron ID intended for early run-3 data taking in analysis releases and derivation.

We've previously updated the electron ID, see !54412 (merged). However, due to issues found we need to go with the old menu as the fallback solution.

@calpigia has already been informed, informally, that this will be coming.
