Update CA configuration for muon trigger

A few updates to the CA based muon trigger configuration:

  • Use directly the MuPatTrackBuilderCfg rather than the MuonTrackBuildingCfg to avoid picking up extra pieces not used in the trigger
  • Update the view data verifier for the inside-out algorithms to include NSW hits when using the Run 3 geometry
  • Make sure that the correct name string gets propagated through the chain step/sequence functions
