ATR-25796 Fullscan LRT Common Sequence

Benjamin Philip Kerridge requested to merge bkerridg/athena:bkerridg-fslrtcommonseq into 22.0

Add a common function to produce an FSLRT sequence returns the proper sequencer which can be combined to form the step. Not returning a fullstep as FSLRT is currently used with several different hypos as a single step, to avoid changing the chains simply return the proper sequencer

FSLRt is configured to run in second stage mode with an FS Standard tracking instance taken from the new common sequence function
