Migrate PFlow and Muon config to CA for NTUP_PHYSVAL and cfg error in ZeeValidation

This MR introduces CA configuration for Muon&PFlow PhysVal monitoring, as well as a standalone executable for it (compatible with Upgrade DAOD). This can be interfaced ultimately with Derivation_tf to set up the main production workflow for NTUP_PHYSVAL.

Keeping the same logic as was doing for the "old" configuration style, experts should of course modify the content if something else is required.

Updated CMake list with flake8 for Zee as requested on !54960 (merged)

A clean up of all the PhysVal packages will happen in a separate MR as all packages are now using the same style (e.g move monMan.FileKey = "PhysVal" to using kwargs etc...)
