SimConfigFlags is now in the SimulationConfig package rather than G4AtlasApps

SimConfigFlags is now in the SimulationConfig package rather than G4AtlasApps. This change should have been part of !55067 (merged). As the G4AtlasApps package is part of the Athena and AthSimulation projects, it went unnoticed, but it needs to be fixed before the SimConfigFlags can be made available in any other projects.
