LAr and L1Calo cond db fixes

This MR should bring some fixes for LAr conditions data preparation and uploading scripts, as well as migrate the L1Calo job to compute proper HV corrections for LAr TT to rel. 22. Code touched here is not used in standard reco workflow, only in jobs to prepare and check conditions data.
