PixelMonitoring: label every bin in FE histograms

previously some of the bins in 2D FE histograms were deliberately left unlabeled for better readability. However, in the webdisplay one can read labels of every bin by hovering a cursor over it, which can be convenient if e.g. one would need to precisely locate a noisy or an empty FE. With this update this will become possible.
