Switch IDCalib stream to be LB-aware [ATR-26020]

Teng Jian Khoo requested to merge khoo/athena:22.0-TMMT-IDCalibObeysLB into 22.0

Will close files from the IDCalib stream at lumiblock boundaries rather than at the maximum file size. Requested by ID Alignment conveners in order to match the processing at T0/CAF.
