[ATR-26003] Proposal to add Trigger.DecodeHLT flag for T0 reco of streams without HLT content

Tim Martin requested to merge tamartin/athena:recoCfgNoHLT into 22.0

Also aims to apply some additional discrimination on already existing L1 items.
