Updating all_ttbar_newtier0 job to also monitor electron and muon tag and probe chains

The all_ttbar_newtier0_pu40 nightly ART job runs tier0 monitoring. This update will add electron and muon tag and probe chains to the job to specifically monitor the state of the tag and probe code in tier0.

It also updates the comparator.json to use a single set of electron TnP chains rather than different ones for offline as for tier0.
