EnhancedBiasWeighter: Move EnhancedBiasWeightComp algorithm to offline package

Since EnhancedBiasWeightCompAlg was removed from online in !55489 (merged), the algorithm and the script to calculate the enhanced bias weights per event will be moved from TrigMonitoring/TrigCostMonitor to TrigCost/EnhancedBiasWeighter

Next step: update the script to calculate the weights to use TDT by default
