EnhancedBiasWeighter: Fix missing components

Follow up to !55629 (merged)

EnhancedBiasWeighter is missing in the CA when running CostAnalysis. As a solution, the line to add src/components/* in the cmake was brought back. Also, the source file of EnhancedBiasWeightCompAlg was moved to Root directory.
