Always create the ID Trigger histograms

Mark Sutton requested to merge sutt/athena:bm into 22.0

If the histograms are not filled, the default is not to create the histogram, This causes issues for the monitoring, so we shall always create them if requested.

Not technically a bug, since it is a feature - albeit one that is unwanted in this case, but I will label as a bugfix
