Add more job options to InDetSecVertexValidation parser

This MR adds three options to the VertexTruthMatch_jobOptions.py parser for the user to add this option from the command line instead of having to edit the jobOptions file itself. They are the min track pT cut, the min track match probability, and the min vertex match weight. These job options are then passed on to InDetSecVertexTruthMatchTool.
