Ensure that ProductionStep is set to Simulation for ReSimulation jobs

John Derek Chapman requested to merge jchapman/athena:FixATLASSIM-5976_master into 22.0

After !55600 (merged), flags.Common.ProductionStep is no longer set by ISF_Skeleton.defaultSimulationFlags, so ReSimulation_Skeleton.fromRunArgs needs to be updated also.

This should fix ATLASSIM-5976 once the change is swept to master.
