Ensure that track container is always decorated with UFO moment

This MR aims at fixing the issues reported in ATLASG-1645 where an error is thrown in some events if a specific moment is not decorated to the tracks. This occurs in events where none of the tracks pass the quality criteria / TTVA but the moment is read in later by the UFO code.
