Change monGroup of prescaled MET triggers to metMon:t0, move some HLT algs plots to Expert folder, add 2D hists to signalEl/Mu folder

• Some of the prescaled MET trigger chains in the trigger menu were put into the metMon:shifter mon group, these have now been shifted to the metMon:t0 mon group.
• Move some of the HLT algorithm plots to the expert folder.
• Add cell and tcpufit algorithms to the signalEl and signalMu folder. Also add 2D eta-phi plots to these folders as well.
