Add photon chain variants with no isolation

Teng Jian Khoo requested to merge khoo/athena:22.0-TMMT-nophotoniso into 22.0

Due to the ongoing fixes and performance checks for HLT photon isolation, implement copies of all isolated photon chains without isolation in case the ROS load remains high and the rejection is not worthwhile.
