CaloCluster_OnTrackBuilder add Cfg and further cleanup comments

CaloCluster_OnTrackBuilder

  • add Cfg
  • further cleanup
  • some comments

For now this is not used somewhere. Note that :

  • We have a proper parametrization for the energy resolution.
  • We prb need to derive one for the cluster phi resolution. Assuming ~ uniform distribution with (a-b) the Lar cell size is the guess we use elsewhere.
  • Probably we do not want really need/want to use the eta
