Turn off the part of L2muCombMon due to to avoid the failure at Tier0, ATR-26161

Moe Wakida requested to merge mwakida/athena:TurnOffPartOfL2muCombMon into 22.0

I want to merge this change into 22.0. This is urgent MR.

10% failure rate was happened at Tier0 due to L2muCombMon. I turned off the part of the L2muCombMon to avoid this failure. Investigate the cause of the error, fix it as soon as it is found, and turn on this part.
