TrigHLTMonitoring: remove TrigHLTMon_tf and legacy monitoring config

Remove the python configuration of the legacy HLT monitoring and the TrigHLTMon_tf transform.

Relates to ATR-23764.

P.S.: This only removes the python configuration. The C++ code (e.g. IHLTMonTool) still needs to be deleted.
