add a process of the next-next bunch crossing for the TGC Trigger simulation

This MR added a process of the next-to-next bunch crossing for the TGC Trigger simulation (TrigT1TGC). The digitization part and the corresponding readout change have been already done by !55480 (merged) and !55711 (merged). This change is an actual change of calculation.

NB: The current TrigT1TGC requires the RPC-BIS78 and NSW data only in the current bunch-crossing, although they have the bcid information in the data format. Tagging @tnobe.
