HI jet config for ComponentAccumulator

HI jet configuration to build subtracted scale jets and UE subtracted cells in new JO

Implemented:

• Calo Jet seeds
• iterations
• UE subtraction from jets
• R=0.2, 0.3, 0.4, 0.6, and 1.0
• TrackJets for seeding in iter1 and save to ESD/AOD
• JetConstituentsModifiers
• cellbased subtraction for E/gamma

Missing, to be added in a next iteration:

• set flags ( currently all names and options are harcoded )
• btagging configuration
