ATR-26241: Dummy L1Menu that activates every CTP input for CTPX switch matrix configuration

As a purely technical input for the CTP configuration, defines a L1 menu consisting of:

  • L1 items for each CTP connector, whose logic is the union of all CTP input bits on that connector, extracted dynamically -- SPARE thresholds excluded
  • L1 triggers in the CTP monitoring (hardcoded list)
  • L1 triggers in the high-frequency per-bunch monitoring (hardcoded list)

This is to be used to prepare the switch matrix handling the CTP inputs, and could be used to regenerate the corresponding L1 json if any modification to the configuration were to be made.
