DerivationFrameworkHiggs - Declare data dependencies of TruthDecorator & write CA configuration

Hi everybody,

this MR revives the TruthDecroator of the Higgs analyses in release 22. Major changes are

• TruthDecorator declares all its data dependencies and is a reentrant algorithm
• Add component accumulator snippet for a simple setup
• Remove double deletion bug in the xAODTruthCvnTool
