Update pT cuts for muCombTag triggers

Savanna Shaw requested to merge sshaw/athena:mucombThesh into 22.0

Updating the pT cuts for muComb for the muCombTag triggers (used for muon alignment). Otherwise the newly optimised thresholds are looser for 30 and 50 GeV than they are for 25 GeV (ATR-25939). Doesn't affect the cuts for any other triggers.
