Support extra Pixel DCS states and warn about unsupported states.

Goetz Gaycken requested to merge goetz/athena:ATLASRECTS-7238_22.0_support_new_pixel_dcs_states into 22.0

Added support for "DISABLED", "LOCKED_OUT", and "OFF" pixel DCS states. These states were silently ignored previously, and modules with these states were treated as being in the READY state.

To avoid output changes these newly supported states are treated as active/good, as is the case prior to this change.
