Ensure that SUSY/Exotics particles are still passed to Geant4 when running quasi-stable particle simulation

John Derek Chapman requested to merge jchapman/athena:ATLASSIM-6000_22.0 into 22.0

This should fix ATLASSIM-6000, first reported in ATLMCPROD-10096, but will re-open ATLASSIM-5960, which was only "fixed" as the HIP particles were no longer being passed to Geant4.

NB Similar fixes will be required for RHadrons simulation, but we currently lack a test job for such samples.
