Bug fix: Add configurable parameter maxEMImpact for the InDetAmbiScoringTool and InDetNNScoringTool and set it to 300mm for the R3Larged0 (LRT) pass.

Both the legacy and CA configurations are updated. I tested that the fixes resolve the issue in each case, see ATLASRECTS-7273. The bug was discussed in this reco meeting: https://indico.cern.ch/event/1199278/ It would be great if someone from tracking could double check the changes to make sure nothing was overlooked.

As a note, I think 22.0 is getting swept to master regularly. This should definitely be swept.
