1st part of the migration to use CA config of scoringtool in legacy cfg

Make CA flags available for all signatures not just ten hardcoded ones so that the offline Cfg methods using flags can work in the full menu. Update the offline AmbiScoringTool config from CA to be able to use it in the trigger. ATR-26732
