[ATLASG-1662] Disable ROI repacking in DAOD

Tim Martin requested to merge tamartin-master-patch-76486 into master

Disabling to mitigate against an ROI double-delete.

The ROIs were included here more speculatively in the DAOD, they did not have a concrete use-case.

Requests for ROIs from the trigger navigation from DAOD_PHYS following this MR will return invalid element links.

This does not need to be backported to 22.0 (no derivations will be run from here)
