MuonResonanceTools - Remove the entire pacakge

Hi everybody,

I took a look into the MuonResonanceTool, there's no hope of resurrection (Hardcoded GRL, unnecessary copies etc., non-thread safety). So let's apply last aid.

Tagging @sroe, because it's a perfect example for his famous beautiful code lecture Closes ATLASRECTS-7283

added 22.0 full-integration-tests full-unit-tests labels

There were multiple CI triggers for this MR and commit. The system ignored duplicates but the GitLab pipeline status may incorrectly show the job as failed. Once the remaining job finished running, the CI results will be posted as usual.

Hi @jojungge there are multiple unit tests that are failing due to differences w.r.t. ref. files. I'm not sure if that is related to your changes. Can you take a look at what is going on?
