MuctpiL1Topo decoding take2

Patrick Karl Czodrowski requested to merge czodrows/athena:MuCTPIL1Topo_take2 into 22.0

NOTE: changed the LUT files for the MUCTPI Phase1 Simulation ( TrigT1MuctpiPhase1 ) here also to contain the pi-fixed LUTs - so this could potentially change a few Sim HLT Topo counts in the near future

fill LVL1::MuCTPIL1Topo with the MUCTPI TOPO TOB word information (could add additional info not contained in the TOPO word but I don't think this is the idea ... not sure) super-seeds: !56358 (closed) and may conflict (slightly) with: !56534 (merged)
