Backporting fixes from P1 for HI menu and other improvements

Thanks to @amarzin, @vlang, @gipezzul:

• Fill out LF monitored items for HI L1 menu
• Removes XE300 and ZDC_XOR_VTE200 from HI menu incl Dev_HI
• Fixes definition of RD0_BGRP15
• Removes TE4, TE10 and TE20 thresholds from HI L1 menu to correct thresholds sent to legacy L1Calo (EN1 module) [ATR-26328]
  • Adds a check as well that the expected threshold types and orderings are met [ATR-26334]
• Factorises L1 menu config that is common to all L1 menus incl fixed CTP ID map and detector/random triggers [ATR-26334]
  • Could use some further discussion as to what should be considered common
