Turn off likelihood tool when output saving is disabled

Dan Guest requested to merge dguest/athena:disable-sv1-likelihood into 22.0

We were still requiring a tool that accesses the database in SV1, even though its outputs weren't saved. This disables the tool when we don't need it. Part of ATR-24257.
