ActsFatrasSimTool minor Acts logger fix

Minor Acts logger fix for ATLASSIM-5948.

  1. create property for the propagator option variables
  2. set Acts::Logging::Level to FATAL unless athena msg level is VERBOS or DEBUG;
  3. only report fail to be simulated particle in ActsFatrasSimTool in VERBOSE
