fix pt value for topo tob decoding ATR-25679

Fixes ATR-25679 - also clean up the now not necessary pT mapping for Topo TOB words MuctpiPhase2: also in L1Topo class, MuctpiBits: rename the helper struct from ptID to pt, and in TrigT1ResultByteStream also adjusted the monitoring value for the corrected candidate ptValue instead of ID and also here hid the L1Topo-LUT0interface init behind the m_doL1Topo.value()
