ATR-24257: Remove IPxD from trigger (part 1)

Dan Guest requested to merge dguest/athena:remove-calibdb into 22.0

This starts the process to remove IPxD, the flavor tagging RNN, and some older offline versions of the DIPS and DL1d taggers. A followup (!57149 (closed)) will remove access to the calibration database from flavor tagging trigger code.

I removed a lot of online histograms which are normally @lfeligio's domain.

Obviously @lbeemste and @cpollard should take a look at what I'm doing here too.
