Revert: TrigDecisionTool: add isPassedForEach to ChainGroup

This reverts merge request !56887 (merged).

This MR caused all isPassed decisions for L1 items (HLT not affected) to be False. See !56887 (comment 6046524) and should fix the warnings seen in reconstruction: ATR-26372.

@jmaurer @coccaro, if the CI finishes before the nightly deadline you may as well merge it. I'll also try to come up with a proper fix but that will certainly not be available before 9pm.
