Update CaloCalibrationHitContainer writing for MC21 Simulation
This merge request standardizes the configuration to create CaloCalibrationHitContainers during Simulation jobs. Some optimizations used in MC21 simulation are incompatible with producing accurate CaloCalibrationHits, so these optimizations are automatically disabled. (Care will need to be taken to do this for any future optimizations which conflict also.
In addition this merge request merges the separate DeadMaterial CaloCalibrationHitContainer objects into a single object with the same name as was used in MC16.
Finally an ART test is added which produces CaloCalibrationHitContainers in AthenaMT in both old and new style configuration jobs.
Leaving as draft for now, so that @menke and @mhodgkin can comment whether the changes work as intended.
