Use centrally managed references trigger for HLT ID

Update the HLTidtrk han config so that also the HLT ID use the centrally managed triggers.
This is a follow-up of !57127 (merged)
and is done in anticipation of an update of the centrally managed reference for the trigger, related to ATR-26398 .
