[ATR-26387] Add extra flags for DecisionMakerValidation

As per the linked JIRA ticket, there are some non-standard cases where we should be able to disable this check easily via AMI tag.

This MR adds a couple of additional flags to enable/disable the check, and control the reporting as warning or error.
