Futureproof IDTrig config for LRT

Jonathan Long requested to merge longjon/athena:futureproof_idtrig_config into 22.0

Future proofing the LRT configuration to avoid a default 50mm value for the ambi scoring tool that was an issue in offline reco. This should not change anything in running code since it's behind a disabled configuration option doEmCaloSeed.
