Adding eta/phi to the TOB EDM from bytestream

Sergi Rodriguez Bosca requested to merge serodrig/athena:RoIUpdate_v2 into 22.0

This MR is meant to include the eta/phi position of the TOB found using the mapping given by the firmware experts. The maps are stored in my public area until the debug was done properly.

Additionally, i have included the trigger resolution of the TOBs retrieved by the trigger menu.
